Rebecca Tomilchik
Rebecca (Becky) Tomilchik joined Grove Climate Group, LLC, as a Director in January 2025. Becky brings over five years of public policy experience from the U.S. House of Representatives Committee on Energy and Commerce serving under Chairman/Ranking Member Frank Pallone, Jr. Most recently, Becky served as a Professional Staff Member for the Subcommittee on Environment, Manufacturing, and Critical Materials. Becky’s portfolio included a wide variety of energy, climate, and environmental policy issues, including transportation, biofuels, critical minerals, batteries, recycling and plastic waste, circular economy, and others.
Becky has extensive experience advising Members of Congress during Committee and House Floor proceedings, which required her to maintain a working knowledge of the legislative process and of complex, dynamic policy issues. As Committee staff, she served as a subject matter expert for the Democratic Caucus on key environmental and energy policies and statutes, including the Clean Air Act and the Resource Conservation and Recovery Act.
She regularly interfaced with federal agencies, including the Environmental Protection Agency and the Department of Energy, Congressional leadership, the Senate, and the White House to coordinate engagement for short- and long-term policy objectives and to advance legislative priorities. Becky was closely involved in the House passage of the Build Back Better Act, and the enactment of the Energy Act of 2020, the Bipartisan Infrastructure Law, and the Inflation Reduction Act – a highlight of her career in Congress.
After their enactment, Becky was responsible for conducting oversight of key energy and environmental programs authorized by the BIL and IRA, such as the Solid Waste Infrastructure for Recycling (SWIFR) and Recycling Education and Outreach grant programs, the Clean School Bus program, the Clean Ports program, the Methane Emissions Reduction Program, and others.
Becky has represented the Committee on official travel to various domestic and international destinations for global conferences, staff delegations, and sponsored trips covering energy, climate, environment, and public health issues.
Becky received her B.S. in Public Health Science from the University of Maryland, College Park. She lives in Virginia with her fiancé.
